Chief executive’s message to contractors about the new CPCF agreement

Today’s joint announcement from PSNC, NHS England & Improvement and the Department for Health & Social Care told us of the new  multi-year funding agreement for community pharmacy services in England. For the first-time in community pharmacy history the agreement will last for five years.

The announcement of £13bn to 2023-24 was revealed alongside ambitious plans for more clinical-based service models and more integration with the developing NHS agenda through the NHS Long Term Plan. Continued deployment of the Pharmacy Integration Fund is intended to help embed the new contract through a series of service development and testing to inform future commissioning.

This news will receive mixed reviews:  some pharmacy owners across Surrey & Sussex will be glad to have clarity and certainty of protected funding for the next five years, while others will be disappointed at the headline figures around the overall funding package.  Whichever of these groups you fall into, two things are certain:

  • It is now clear what will be expected of you from now to 2024; this will provide much needed opportunities for pharmacy businesses to help them decide on their future. It will enable you to plan and make longer term business decisions, which will be difficult for some and in almost all cases require transformation (and even more efficiencies) in order to survive. This will be a big ask.
  • The staff team at Community Pharmacy Surrey & Sussex along with your LPCs will support you in all local aspects of these developments. For example, our work around embedding NUMSAS in so many pharmacies and Transfer of Care Around Medicines (TCAM) gives us good starting points from which to deploy the new Community Pharmacy Consultation Service, the new Medicines Reconciliation Service and integrate with Primary Care Networks (PCNs) across Surrey and Sussex.

PSNC are planning a national roadshow of events to explain the new funding arrangement in more detail; expect the dates soon.  In the meantime, and to compliment PSNCs national message, we will have our own local events (and webinars) too, to help support and prepare you and your teams with local issues.
