Flu Vaccination NHS Advanced Flu Service 2017/18 from 1st Sept 2017
Community pharmacy contractors that fully meet the requirements for provision of the Community Pharmacy Seasonal Influenza Vaccination Advanced Service now have the go ahead to provide the service from 1st September 2017. This follows the amendment of the Secretary of State Directions.

Community Pharmacy Seasonal Influenza Vaccination Advanced Service 2017 -18
Guidance Notes for Pharmacies in Surrey and Sussex:
For all community pharmacies that intend providing the Community Pharmacy Seasonal Influenza Vaccination Advanced Service for the 2017 / 18 season, please ensure you read the following guidance notes, prior to service delivery.
Failure to adhere to this guidance may result in non-payment of claims.
The following are MUST DO Actions further details below:
- Must be suitably trained
- Must complete ensure the declaration of competence is up to date / valid
- Must complete the NHSBSAs notification form
- Must read and understand the National PGD for the service
- Must read and understand the service specification
- Must use PharmOutcomes to record data
- Must keep accurate records of claims submitted to NHS BSA
- Must keep patient consent forms in appropriate monthly claims order
- Must allow sufficient time to complete all aspects of the service
- Must request that patients complete the questionnaires before leaving the premises.
- Must get permission from NHS England to vaccinate residents of care homes by submission of the fully completed application form.
- Pharmacists that intend providing the service must be suitably trained. There are numerous organisations that provide this training.
Pharmacists must ensure that their declaration of competence is valid, as it needs to be updated every two years
- Once you are sure that the declaration of competence is valid, (prior to commencing this advanced service) you must complete the notification form available on the NHSBSA website informing NHS England of your intention to provide the service for the 2017 /18 season. NHS BSA will not pay for any service activity if you have not completed and submitted the notification form.
- The Pharmoutcomes platform has again been commissioned by NHS England South (South East) for pharmacies to record service activity, and this must be used by all service providers within the NHS England South East area to record service activity as it is a service requirement.
- GPs will be asked to confirm their preferred email (NHS.net) to receive notifications by Pharmoutcomes, if the notification does not automatically send please let NHS England South (South East) at firstname.lastname@example.org know as soon as possible.
- We strongly recommend that all activity is recorded during the patient consultation or immediately after the consultation has been completed.
- To enable electronic notification to patients’ GP
- To enable NHS England South (South East) PH team to fully evaluate the service
- Record keeping
- To enable appropriate post payment verification (PPV) data reconciliation with NHSBSA payment data
- It is in the pharmacies interests to maintain appropriate records for service activity, the pharmoutcomes platform will assist with this process; however you must keep patient consent forms securely and in monthly claims order, so that they can be matched to a claim period. Pharmacies must keep accurate records of claims submitted to NHS BSA for this service as this will be reviewed for Post Payment Verification NHS England recognize that these criteria take valuable time, however if you have registered your intention to provide the service, then you must allow sufficient time to complete all aspects of the service. The service is not necessarily just about injecting the vaccine….
- Annex E is a patient questionnaire which patients should be asked to complete following administration of the vaccine. NHS England has for 2017/18 enabled digital submission and collation of completed patient questionnaires

- The service specification permits pharmacies to provide this service to care homes, once permission is given by NHS England’s local office. Such permission must be obtained by submission of the fully completed application form. Please note that the application form has several tick boxes which indicate that the pharmacy has actually completed each aspect. NHS England South (South East) pharmacy team require assurance that all such elements have been completed (rather than the pharmacy simply ticking the box) and in particular that the GP(s) who care for the patients within the care home have been notified of the pharmacies intention to provide the service (we will require a named person from the practice who has been notified with a time and date of this conversation). This is to prevent wasted effort from either party. Payment for service provision without first obtaining NHS England permission will be recovered via NHS BSA.
- The service specification allows patients from all at risk patient groups to receive the vaccine, however NHS England South (South East) requests that service providers target people aged from 18 years to less than 65 years of age with one or more serious medical condition(s) as described in the service specification
- Carer’s are eligible for this service, a carer is defined as:-
“People who are in receipt of a carer’s allowance, or those who are the main carer of an older or disabled person whose welfare may be at risk if the carer falls ill.”
There is no requirement to request proof of carer identity. The responsible pharmacist must use their professional judgment on a case basis using a patient centred approach.
