Three LPCs in Surrey & Sussex

Representing, supporting, developing and promoting 514 NHS community pharmacy across Sussex and Surrey. (202 Surrey, 156 in East Sussex and 156 in West Sussex).

Community Pharmacy Surrey & Sussex is a mechanism to allow more effective collaboration between LPCs, pool resources and share costs as well as implementing initiatives of shared interest in common areas. It is governed by the CPSS Executive Committee, which comprises of the Chair, Vice-Chair and Treasurer from each LPC. Here’s our organisational chart.  For more information on CPSS click here.

A collaboration agreement has been drawn up between the three LPCs to ensure that each committee did not lose its status or powers (as set out in their constitutions and in the NHS Act). The collaboration agreement gives delegated authority to the CPSS Executive Committee from the three LPCs to monitor the operational effectiveness of Community Pharmacy Surrey & Sussex, including holding the Chief Executive to account for the organisations performance.

Three local pharmaceutical committees in Surrey and Sussex work locally with the local NHS England area teams, CCGs, local authorities and other healthcare professionals to help plan healthcare services.

We negotiate and discuss pharmacy services with commissioners and give advice to community pharmacy contractors and others wanting to know more about local pharmacy.

Consultation with NHS England – the LPC is a statutory body, recognised by Government and NHS England. NHS England is required to consult with LPCs but not required to act on that consultation. As the services that can be provided by pharmacy extends to those that may be commissioned by other commissioners including CCGs and Local Authorities, the Committees will seek to gain recognition as the representative body for pharmacy contractors by building strong relationships with these other organisations.

LPCs are not responsible for service commissioning in any way, but they can provide support and advice about services.

LPCs are not allowed to hold a contract on behalf of pharmacies (eg a stop smoking service), however, they can facilitate the setup of a Limited Liability Partnership (LLP) of interested pharmacies to work together to bid for services.

The Committees are recognised by the NHS England & Improvement under the provisions of section 167 of the Act as representative of the pharmacy contractors in the area(s) of the following Health and Wellbeing Boards:-

  • Brighton and Hove Health & Wellbeing Board (East Sussex LPC)
  • East Sussex Health & Wellbeing Board (East Sussex LPC)
  • West Sussex Health & Wellbeing Board (West Sussex LPC)
  • Surrey Health & Wellbeing Board (Surrey LPC)

Sharing an office with our medical equivalent Surrey & Sussex Local Medical Committee (LMC) makes it easier to coordinate with GPs so that they and community pharmacists can work together to deliver services to patients.

The work of the LPC is governed by committee. Members are either elected or nominated to join the committee to represent contractors (‘pharmacy owners’) views. Members do not get paid; however they can claim expenses and locum fees for attending meetings.

Community Pharmacy Surrey and Sussex actively promotes and strives to adhere to the Nolan principles which are the basis of the ethical standards expected of public office holders. In 2018, all members of our three LPCs have agreed to adhere to these principles.

Responsibilities:

  • Setting strategic direction and policy
  • Agreeing and demonstrating vision, mission and values
  • oversight and control of the following areas
    • Strategy and work plan, ensure operations are aligned
    • Monitoring and evaluation against agreed goals
    • Financial scrutiny – integrity, robustness, controls
    • Value and level of service to contractors
    • Management of CEO and to provide help and advice, act as a soundboard for management/executive team
  • Looking after the interests of the local contractors and to bring member insight and effectively represent views

LPC meetings are open to observers and we especially encourage community pharmacy contractors and their team members to join us and find out what we do. Should you wish to attend an LPC meeting as an observer in person or by video, this needs to be pre-arranged. Email us at: LPC@communitypharmacyss.co.uk
